KATSINA – Governor Dikko Umaru Radda of Katsina State has approved a major cabinet reshuffle, alongside new appointments into key government agencies, in what officials describe as part of efforts to reposition his administration for greater efficiency and improved service delivery.
The cabinet changes, which take immediate effect, affect several ministries and introduce two new special advisers.
Under the new arrangement, Hon. Adnan Nahabu becomes Commissioner for Higher, Vocational and Technical Education, while Prof. Ahmad Muhammad Bakori now heads the newly created Ministry of Livestock Development, moving from Agriculture and Livestock Development.
Hon. Aliyu Lawal Zakari, previously Commissioner for Youth and Sports Development, has been redeployed to the Ministry of Agriculture, and Hajiya Zainab Musa Musawa moves from Basic and Secondary Education to the Ministry of Special Duties.
Hon. Yusuf Suleiman Jibia is now Commissioner for Basic and Secondary Education, while Engr. Surajo Yazid Abukur takes charge of Youth and Sports Development.
In a related change, Hajiya Aisha Aminu, who previously served as Director-General of the Katsina State Enterprise Development Agency (KASEDA), is now the Commissioner for Women Affairs.
Governor Radda also approved the appointment of Hajiya Hadiza Abubakar Yar’adua as Special Adviser on Nutrition and Welfare Services, and Isa Muhammad Musa as Special Adviser on Cultural Orientation.
The governor urged all appointees to remain dedicated to the goals of his administration’s Building Your Future agenda, emphasizing that the reshuffle is designed to deepen sectoral expertise and accelerate the delivery of essential programmes in education, agriculture, youth development, women empowerment, and social welfare.
Meanwhile, in another statement issued on the same day, Governor Radda announced fresh appointments to head key agencies and commissions across the state.
Engr. Abba Junaidu, MNSE, has been appointed Chairman of the Katsina State Road Maintenance Agency (KASROMA). Junaidu holds a Master’s degree in Environmental Management and a Bachelor’s degree in Civil Engineering, with extensive professional experience in both the Ministries of Education and Works.
At KASEDA, Dr. Babangida Ruma takes over as Director-General. Dr. Ruma, a celebrated technologist and entrepreneur, was until now Technical Assistant to the Governor on Enterprise Development. He has been internationally recognized by UNESCO’s Institute for Information Technologies in Education for his innovation in technology-driven development.
The Katsina State Civil Service Commission will now be chaired by Idris Usman Tune, a former Head of Service with over three decades of public sector experience. Tune holds degrees in Political Science and Public Administration.
Governor Radda also approved the constitution of the Katsina State Pension Bureau, with Ibrahim Boyi Dutsinma as Part-Time Chairman, Musa Rabiu Mahuta as Executive Director (Finance and Administration), Abbati Ibrahim Masanawa as Executive Director (Operations), Usman Shehu as Executive Director (ICT and Database Management), and Dr. Faruk Aminu as Independent Observer.
In the Katsina State and Local Government Pension Transition Board, Hon. Muntari Dan Ammani will serve as Executive Secretary, while Garba Sanda Mani, MNI, takes the role of Part-Time Chairman. Dr. Faruk Aminu will also serve as Independent Observer on this board.
The governor urged all new appointees to demonstrate integrity, innovation, and commitment in delivering quality service to the people of Katsina State, in line with his administration’s development vision.
